A retiree of Shin-Bet with the rank of Colonel, in his last position he served as Coordinator for Arab Affairs in the Gaza Strip, specializing in the fight against extremist Islamic organizations.
In the IDF, he served as an officer in the 7th Brigade.
Victor is a volunteer activist in the Rotary organization.
