Israel has earned the nickname “Start-Up Nation” due to its innovation and cutting-edge technologies. This is achieved despite severe security challenges since Israel’s foundation, and even beforehand. As opposed to many other Western democracies, the immediate instinct of Israelis was to turn to the military not only for assistance but to manage the spread of the pandemic. How can it be that Israelis prefer the military over the government for managing a pandemic? What kind of role did the Israeli Home Front Commands end up taking on?

Dr. Carmit Padan is a Research Fellow at the Institute for National Security Studies at Tel-Aviv University and a Senior Research Fellow at Samuel Neaman Institute for National Policy Research at Technion, Haifa. Dr. Padan's main areas of research are national resilience, social-military relations, and military leadership. Dr. Padan's work on these subjects has been published in journals and edited volumes and has been presented in international academic conferences. Dr. Padan is a member of the Board of Directors of the Israeli Association for Civil-Military Relations.
